Standing Scottish Committee

CONSTITUTION OF THE STANDING SCOTTISH COMMITTEE OF THE ROYAL COLLEGE OF RADIOLOGISTS

TERMS OF REFERENCE
The Standing Scottish Committee (the Committee) will represent the Royal College of Radiologists in Scotland ensuring that appropriate College matters are communicated to and discussed with Clinical Radiologists and Clinical Oncologists practising in Scotland. It will provide a forum for discussion to enable the views of those Clinical Radiologists and Clinical Oncologists to be conveyed to the appropriate Board of the Royal College of Radiologists.

The Committee will provide advice to the Scottish Government and to the Scottish Academy of Medical Royal Colleges, such advice to be within the terms of reference set by the Royal College of Radiologists and consistent with Royal College of Radiologists policy overall.

The Committee will be responsible to the Council of the College through the Boards of the Faculties.

MEMBERSHIP
The Chairman of the Standing Scottish Committee will be a Fellow practising in Scotland and will be elected by the Standing Scottish Committee.

The Secretary of the Standing Scottish Committee will be a Fellow practising in Scotland and will be elected by the Standing Scottish Committee.

Nominees for these offices need not be members of the Standing Scottish Committee. If the Chairman and/or Secretary are elected from amongst the members of the Standing Scottish Committee, this shall not constitute a casual vacancy.

The two office bearers shall serve for a period of four years and will not be eligible for immediate re-election. Normally the Chairman and Secretary will not retire at the same time and wherever possible should not be from the same Faculty of the Royal College of Radiologists.

One member of the Standing Scottish Committee in Clinical Radiology and one member of the Standing Scottish Committee in Clinical Oncology will be nominated by the Standing Scottish Committee to serve on the Board of the appropriate Faculty of the College.

Other members of the Committee will consist of the following groups:

1. The President of the Royal College of Radiologists, ex-officio.
2. Deans of the Faculties of the Royal College of Radiologists, ex-officio.
3. A member of the Oncology Registrars' Forum and a member of the Junior Radiologists' Forum, each ex officio and each to be practising in Scotland.
4. Two members of the Scottish Radiological Society, nominated by the Scottish Radiological Society.
5. Four elected members (Clinical Oncologists) who will be Fellows or members of the Royal College of Radiologists practising in Scotland. The Clinical Oncologists will be elected as follows:
   a. One member from the Tayside, Grampian and Highlands Areas
   b. One member from South East Scotland
   c. Two members from South West Scotland
   Only members practising in the area in which the vacancy exists can make nominations or vote.
6. Five elected members (Clinical Radiologists) who will be Fellows or members of the Royal College of Radiologists practising in Scotland.  The Clinical Radiologists will be elected as follows:-
   a. One member from the Grampian and Highland (including Argyll) areas
   b. One member from the Tayside area (including Perth)
   c. One member from the South-East area (including Lothian, Fife and Kinross and the Borders)
   d. One member from Greater Glasgow, Clyde and Forth Valley
   e. One member from the South-West area (including Lanarkshire, Ayrshire and Arran and Dumfries & Galloway)
   Only members practising in the area in which a vacancy exists can make nominations or vote.
7. The Committee will co-opt two additional Clinical Radiologists on an annual basis, one from the South-East area and one from Greater Glasgow/South-West areas together.  These members will have the same rights and privileges as elected members except that they will not have any voting rights.
8. An elected member of the Committee shall be nominated to serve as RCR Regional Chair for Scotland and shall attend meetings of the Regional Chairs’ Committee during their term on the Standing Scottish Committee.
9. Elections will be organised as necessary by the College on a geographical basis and those elected will serve for four years.  One Clinical Radiologist and one Clinical Oncologist will retire each year at the time of the Royal College of Radiologists Annual General Meeting.
10. A member retiring from the Committee will not be eligible for re-election until a period of one year has elapsed.

DATES OF MEETINGS
Meetings will be held at least three times a year, normally in January, June and September, the dates of which will be agreed with the College. Normally, these would be held not less than two weeks before a Faculty Board meeting of the College.

Extraordinary meetings may be called at the request of the Council of the Royal College of Radiologists or at the written request of five members of the Standing Scottish Committee.

The Agenda for meetings will be prepared by the Chairman and Secretary of the Standing Scottish Committee. Notice of the dates of meetings, together with the agenda, will be circulated to members of the Committee at least two weeks prior to the next meeting.

RECORD OF MEETINGS
The Secretary of the Standing Scottish Committee will be responsible for recording of the proceedings and preparation of minutes. The unconfirmed minutes of the Standing Scottish Committee will be presented to the next meeting of the Boards of Faculties of the Royal College of Radiologists.

All appropriate recommendations of the Standing Scottish Committee will be submitted to the Board of the Faculties of the Royal College of Radiologists for their consideration and approval.

The unconfirmed minutes will be submitted for their approval at the next meeting of the Standing Scottish Committee.

The minutes of the Boards of Faculties of Clinical Radiology and Clinical Oncology will be circulated to the Standing Scottish Committee.

AMENDMENTS
Amendments to this constitution can be made by the Council of the Royal College of Radiologists acting on its own behalf or upon the recommendation of the Standing Committee.
