Honours Committee: Terms of Reference
The Royal College of Radiologists
The Honours Committee is an advisory Committee to the Trustee Board.
By-Law 5(1) states that the Trustee Board selects those who should be awarded Honorary Membership and Fellowship.
Overall purpose
1. The purpose of the committee is to:
(a) Make recommendations about which individuals should receive the highest honours that the College awards
(b) Make recommendations about which individuals the College should nominate to the UK Honours system (bestowed by His Majesty the King)
(c) Make suggestions to institutions and other bodies about which individuals the College should support to be nominated for a national honour
Terms of Reference
2. To make recommendations to Trustee Board as to those individuals to be considered for the award of the Gold Medal, Honorary Fellowship, Honorary Membership and the RCR Exceptional Contribution Award
3. To make recommendations to Trustee Board as to those individuals to be nominated for a national honour
4. To make suggestions to Officers as to which individuals the College should support to be nominated to the UK Honours system
5. To ensure equality in the consideration of nominations and to promote diversity in the awarding of honours
Membership
6. Membership of the committee shall consist of:
(a) The President
(b) The Vice Presidents
(c) Two Medical Directors, one from each Faculty
(d) The Chair of the Junior Radiologists Forum
(e) Chair of the Oncologist Registrar Forum
(f) One representative of each Faculty invited and appointed from among the elected members of the EDI Committee.
7. The Committee shall be chaired by the President and in their absence, by one of the Vice-Presidents by agreement between them, or, if agreement cannot be reached, the Vice-President from the same Faculty as the President.
Operation / Meetings
8. The Committee will recommend to Trustee Board individuals for the award of the Gold Medal, Honorary Fellowship, Honorary Membership and the RCR Exceptional Contribution Award, plus any other awards or medals as directed by the Trustee Board.
9. The Committee will establish guidelines for its deliberations which shall be reviewed from time to time and will meet at least annually to agree recommendations for the awards in line with the guidelines.
10.The quorum for meetings will be 50% of the membership of the committee, including representatives of both Faculties.
11.As determined by Trustee Board, one Gold Medal may be awarded annually. The Gold Medal is the most prestigious honour to be awarded to a Fellow of the College who has made a significant contribution to their field.
12.The number of RCR Exceptional Contribution Awards to be made each year will not exceed five. The eligibility for and other aspects of the RCR Exceptional Contribution Award will be as specified in the description of the Award as agreed by Trustee Board from time to time.
13.Honorary Fellowship will be regarded as the most prestigious award to be available to a non-Fellow of the College and as such will be awarded to non-Fellows of the College who have made exceptional contributions to, or promoted the interests of, clinical oncology or clinical radiology, including at an international level.
14.The award of Honorary Membership will be for those individuals who have made notable contributions to, or promoted the interests of, clinical radiology or clinical oncology in the UK through a direct link with RCR activities or projects. This routinely includes for consideration retiring non-medical examiners and lay representatives on College Boards and committees.
15.The Committee may draw up a list and consider which individuals (if any) should be nominated for a national honour by the RCR. For those individuals it considers suitable, the committee will draft a supporting statement as to why each individual is suitable, for submission to the relevant awarding body.
16.The Committee may consider which individuals (if any) the RCR would like to support for a national award, but whom the Committee believe would be best nominated by another institution. The Committee will draft a supporting statement as to why each individual is suitable, along with why the other institution would be better placed to nominate the individual concerned, to be shared with that institution.
17.Recommendations for the awards will normally be submitted to Trustee Board at its November meeting.
18.The work of the Committee should be regarded as confidential, and members must abide by this both during and after any period of membership. Members of the Committee will also not express any opinion or make any statement publicly or to the media.
19.Members of the Committee must comply with the provisions of the Data Protection Act 2018 as regards processing and disclosure of any personal data where it is made available to them as part of the work of the Committee.
